From pay walled images to free by default, Docker puts the industry on notice by making hardened images the new standard starting point for building and running containerized applications

PALO ALTO, Calif. – December 17, 2025  Docker, Inc.®, a leading provider of cloud and AI-native application development tools, content, and services, today announced a fundamental reset of the container security market. The company is making its catalog of more than 1,000 Docker Hardened Images (DHI), built on the widely adopted open source distributions Debian and Alpine, free and fully open source under the Apache 2.0 license. By open sourcing DHI, Docker allows everyone: developers, maintainers, hobbyists, teams, governments, and organizations to use, share, and build on DHI with clear rights and no hidden restrictions. Businesses that need customizations, regulated-industry compliance, or faster patching than upstream offers can purchase DHI Enterprise, with DHI Extended Lifecycle Support available for coverage after upstream support ends. To make adoption even easier, Docker’s AI assistant can now scan existing containers and recommend and apply equivalent hardened images. Docker is also extending its hardening methodology to Model Context Protocol (MCP) servers, bringing the same security rigor to the AI agent infrastructure that developers are rapidly adopting.

Since launching DHI earlier this year, adoption has accelerated across the ecosystem, with major partners and enterprises including Adobe, Attentive, and Crypto.com already standardizing on hardened images organization-wide, preferring Docker’s approach to compatibility and transparency to alternatives.

As the industry standard for developer experience and productivity in leveraging containers, Docker’s approach reflects ongoing investments in creating scalable solutions that cater to the needs of both individual developers and teams.

Docker is updating its pricing to better align with the added value from new features and improvements, including enhancements to Docker Hub. While the pricing for Docker Business remains unchanged, adjustments are being made to Docker Pro and Docker Team subscriptions. The cost for Docker Pro is moving from $5 to $9 per month, and Docker Team will shift from $9 to $15 per month on an annual subscription. Docker Personal remains available to individual developers at no cost. Additionally, Docker is introducing image pull and storage limits for Docker Hub, though these changes will impact less than three percent of users. With today’s announcement, whether you are an individual developer or part of a growing team, Docker provides a subscription plan specifically tailored to meet your needs.

Report highlights rapid shift to cloud development, mainstream AI/ML integration, and growing focus on security and microservices

The comprehensive report provides an in-depth snapshot of the current landscape in software development, reflecting insights from over 1,300 respondents. Now in its second year, the report covers a wide range of topics, including the tools developers use, their processes, frustrations, views on industry trends, participation in developer communities, Docker usage, and much more.

Docker Vice President of Developer Experience Nahid Samsami said: “The key to world-class application development is knowing how to help software development teams maximize their productivity, get the most out of the disruptive, novel technologies at their disposal, and have a great experience while doing so. The findings in this report demonstrate how Docker continuously seeks to address market needs so that we can better empower development teams not just to compete, but to thrive and innovate with the right processes and tools for their workflows.”

Key Findings 

  • Growing reliance on cloud during development: When asked about their main development environments, responses illustrated the increasing shift toward cloud-based environments. While 64% of respondents still primarily develop locally on their laptops or desktops, there is a notable trend toward remote environments with over 36% using tools such as GitHub Codespaces, Gitpod, and Coder.
  • Challenges and opportunities: The report identified key areas where development teams encounter obstacles in the development process, such as planning (31%), estimation (24%), and designing (22%). Additionally, 28% of respondents indicated a need for better planning tools, while 20% reported getting stuck during debugging/troubleshooting and testing phases.
  • Microservices and security: Microservices adoption continues to trend upwards, with nearly three times more respondents transitioning from monolithic architectures to microservices than the reverse. However, the shift-left approach to security remains a challenge, with 34% of responses rating security tasks difficult and 25% seeking better tools for security/vulnerability remediation.
  • Open source contributions: The report underscores the importance of open source software in the developer community, with 59% of respondents contributing to open source projects in the past year. Among those who did not contribute, 72% expressed interest in doing so in the future.
  • AI/ML Integration: And as previously reported in Docker’s precursor findings — AI Trends Report 2024: AI’s Growing Role in Software Development — the integration of AI/ML in development processes is becoming mainstream, with 64% of respondents using AI tools for tasks like writing code, documentation, and research. Junior and mid-level developers, as well as DevOps/Platform Engineers, show higher dependency on AI compared to their senior counterparts. Popular tools include ChatGPT, GitHub Copilot, and Gemini (formerly Bard).

Over 1,300 developers were surveyed in the latest 2024 Docker State of Application Development Report, conducted in the fall of 2023. The online survey collected data on the tools used by developers, their application development processes, challenges, opinions on industry trends, Docker usage, and engagement in developer communities. Study highlights popular tools, adoption rates and perceptions, finds that AI is not a threat for software developers

Conducted with over 1,300 developers worldwide, the survey reveals the transformative impact of artificial intelligence (AI) on application development and the emerging opportunities for improving development practices.

“Docker’s AI Trends Report 2024 clearly demonstrates that AI is not merely a trend but a fundamental shift in software development,” said Nahid Samsami, vice president of Developer Experience at Docker. “These findings are a first in a series of insights that Docker will share over the coming months and we’re excited to share more. These insights validate our direction and fuel our mission to provide powerful, intuitive solutions that support developers in this rapidly evolving ecosystem.

Key Findings:

  • Broad AI Adoption: A striking 64% of respondents are leveraging AI for tasks like coding, documentation, and research, highlighting AI’s deep penetration into the development process.
  • AI is not a Threat: Fewer respondents see AI as a job threat (23%) or complicating their jobs (19%).
  • Perception of AI: 65% view AI positively, citing easier job processes (61%) and focus on crucial tasks (55%). However, there was also a cautionary note on the hype surrounding AI, with 45% of respondents feeling that AI might be overemphasized in the industry.
  • AI in Everyday Development Activities: Developers are leveraging AI chiefly for coding, documentation, and research purposes, underscoring AI’s role in optimizing essential facets of the development cycle. 64% use AI for work, mainly for coding (33% of respondents), documentation (29%), research (28%), writing tests (23%), and troubleshooting/debugging (21%).
  • Rising Reliance on AI: More junior back-end and full-stack developers (less than five years of experience) report a significantly greater dependence on AI tools compared to their more experienced counterparts (approximately 4 out of 10 reported reliance versus 2.5 out of 10). This may indicate an increasing reliance on AI among the next generation of developers and specialized technical roles.
  • AI Tools of Choice: The most utilized AI tools among developers are ChatGPT (46% of respondents), GitHub Copilot (30%), and Google Gemini (formerly Bard) (19%).

New Docker Build Cloud Solution Boosts Developer Productivity by Accelerating Build Times with Zero Switching Costs and Seamless Integration

Out-of-the-box benefits include building Docker images up to 39x faster with ongoing ease of use that allows developers to focus on higher value tasks

PALO ALTO, Calif. – Jan. 23, 2024 Docker, Inc.®, today announced Docker Build Cloud, a new product that directly addresses the pain point of how much time engineering teams spend waiting on builds to complete by accelerating Docker image builds up to 39x by offloading workloads to the cloud, regardless of whether developers build locally or through continuous integration (CI). Available now for existing Docker customers, the new offering is another example, along with recently announced investments in AI, of Docker’s commitment to improving the developer experience and productivity to enable a greater focus on innovation. 

Instead of forcing developers to adapt to a “cloud-only” or “local-only” environment, Docker embraces a hybrid approach. This allows developers to enjoy the familiarity and comfort of local development tools for tasks like code editing and debugging while seamlessly scaling to cloud resources when needed for resource-intensive workloads, collaboration, or deployments. Docker Build Cloud requires zero change in the developer’s existing workflow on the local laptop, in their tooling, and in their Dockerfiles – benefits that developers receive with zero switching costs.

Reduce Build Times, Speed Up Innovation 

The impact of these long wait times on productivity and developer experience can cost even a small organization $420,000 per year (based on an annualized salary of $140,000 and a team of 25 developers). And the build times are longer. The average build time has increased by an average of 15.9% since 2021, and developers lose around one hour each day. Docker Build Cloud seamlessly integrates within the existing workflow of developers, meaning they get time back without shifting from their local environment. For further time savings across teams, Docker Build Cloud also incorporates a shared build cache and accelerates multi-architecture builds with native builders.

Current customers of Docker can try Docker Build Cloud today. Existing subscribers receive Docker Build Cloud minutes based on their subscription tier – Docker Personal, Pro, Team and Business. Subscribers can purchase Docker Build Cloud plans which add 200 minutes per seat per month starting at $5 a seat per month, and additional minutes beyond those start at $0.05/minute.
